National Data Sovereignty

Inventorying where public and critical-sector data actually lives, and a credible path to in-country capability.

The problem

Most of the data governments and critical enterprises hold is processed on infrastructure owned by a few foreign companies and subject to foreign law. Cloud, AI models and the software in between all carry jurisdiction with them, and every government is answering that differently. This study inventories where public and critical-sector data actually lives, what legal exposure it creates, and what a credible path to in-country capability looks like without freezing a nation out of the best tools.

What the report will contain
  • 01The data joined, with sources and lineage
  • 02The model, its assumptions and its evaluation
  • 03Findings with the evidence behind each one
  • 04Recommendations and the smallest interventions that move the outcome
  • 05Method notes so the study can be re-run in another jurisdiction
